Clone forum to another domain - what is the correct way?

Say I have a SMF 2.1.3 forum running at domain_1 with database database_1.
Cloning the forum by installing SMF 2.1.3 and all themes and mods in the new domain is straight.
But how to import the database without errors?
And before or after adding themes and mods?

You can copy all files from production install to new domain, create a new database, import prod database to new, run repair_settings.php to update db credentials, then again to fix paths to new domain.  Mods and themes will be retained from old to new.
