email issues

hey all,i am on windows using wampserver to run a website(self-hosted)
i dont have an email server setup so im trying to use smtp from hotmail to send forum emails.
i put in the correct smtp settings from hotmail and the correct port and selected tls for security.
it keeps giving me an error must issue a tls command first.
how do i fix this?
my email and password are correct.

In the mail settings area, set the "Mail Type" to "SMTP - STARTTLS". That being said, WampServer really wasn't designed for hosting live websites - it's designed for developers to be able to test things in a variety of environments (different PHP, Apache and MySQL/MariaDB versions).
