I have tried all day to looking for a place to plug in HTML code so that I can log web activity and see my stats through Statcounter.  What am I missing?

there is no place in SMF core to "plug in html code"

you either need to use a mod (like global headers/footers) or edit the index.template.php directly (and make sure that your code is properly formatted and escaped for use in a php echo.
