I've installed a new smiley set, but the first problem was that only some of the new smilieys displayed on the Post Form, with the old smileys still there.  I removed the other smiley sets, and now I don't have any smilieys.

And secondly, how do I swap the order of the smileys?

Okay, so I added other smileys sets back, and nothing changed until I added Fugue again.  But, some of my custom Smilieys aren't being used.

Okay, so I figured out a major part of the problem.  In my Profile -> Look and Layout, I had to set my Smiley's to my "Anime"
 set. (I had to enable allow members to choose Smiley's first).

But there is no option to force everybody to use a particular Smiley set.  For whatever reason, setting my "Anime" smiley set to the Default, doesn't change ALL the smileys to my customized ones (in "Anime").

Sorry for no response yet.

One thing to check off the top of my head is the smileys pathing.

Have you tried using the Repair Settings Tool? You can use this tool to check if the pathing is correct and using http or https.

If your smileys are using http, but your site is https, the smileys will not show up properly.

Another thing to check/verify -

If you have user select disabled, when you change the default smiley set, it should automatically switch people to the new default.

If you have the user select enabled, the users would need to select the new smiley set.

I double checked the https prefix, it does have an s at the end.  I also tried to disable  Enable smiley set selection by members , but it reverted to the screenshot that I posted.  I also tried to run the Repair Settings Tool.  Nothing seems to be working.
