Error After New Install Of 2.1.3

Just did a new install of 2.1.3 and now am getting this error:

We are talking about a fresh install and there are no third party mods/themes installed, right?

Where do you get that error? In the error log only? What is your php version?

No fix yet.  It's safe to ignore for now.
