SMF comes with a YouTube attachment BBC, but I want something that I can host my own uploaded video's via a post, much like I can just attach a video like an image, and then add the video inline in a message.

I realize that I can attach MPG, but what if I have an AVI, or MKV file, or some other video extension file?  And I would like to have a separate settings limit for upload restrictions, so that I don't have people uploading 50 MB images or documents (rare that it would happen, but you never know.)

I'd be willing to pay up to $50.

Are you looking for something simpler or an MKV player and various codecs?

Senkusha

Ideally, I'm looking for a simple interface, much like how the YouTube BBC code works, that supports MKV files, since they don't take up much bandwidth.

Well, MKV is just a container format, like MP4 or WebM or whatever, except that web browsers generally don't support it. But what really matters anyway is the codec used in the video stream inside the container. If your MKV files are significantly smaller than your MP4 files, that means that your MKV files are using a different codec than your MP4 files.

If you want to use those smaller files, you'll need to convert the container format from MKV to MP4 or WebM. Most MKV files I have ever seen in the wild used the H.264 or H.265 codecs for the video content, which can easily be stored in MP4 containers. However, it is also possible that your MKV files contain video using the AV1, VP8, or VP9 codecs, in which case you will probably want to use the WebM container format. Either way, there are various tools you can use to change container formats.
I promise you nothing.
