Issue with Cyrillic alphabet

Hey folks,

I am facing with the font issue on my forum, and I would like to ask you what to do in order to see it correctly. The issue is attached bellow.

I want to do Large upgrade of the forum, from 2.0.19 to the 2.1.3 version and for that purposes I have exported SQL from the ISP provider and import on my localhost machine, to try upgrade on my localhost.

ISP hosting have: PHP7.4 and MySQL 5.5.62

My localhost Ubuntu 23.10: PHP7.4, Docker container MySQL version 5.5.62.
I have created DB using command like:

CREATE DATABASE db_name CHARACTER SET utf8 COLLATE utf8_general_ci;
UTF-8 charset and import the dump on regular way via CLI. I have no idea why fonts are messed up. Any suggestions?

The page on my live forum looks okay, and fonts are just fine:

How to fix it on my localhost, what I am doing wrong here?

It sounds like something went wrong importing the data into the database on your local machine. If so, then everything that happened afterward would be using corrupted data.

When you create the database on your local machine, make sure to use the same character set and collation that your original database used. If they are not the same when you import the data, encoding issues might appear.

After the data has been imported successfully, the SMF upgrader will take care of updating the character set and collation to UTF-8 during the upgrade process.

I promise you nothing.
