After further testing-- it looks like utf-8 solved the problem for any NEW posts created right now.  Old posts, going back to 2013, remain the same.

No idea what the database is set to or where to find that info

Do you have cPanel? If you do you can access the dataabse at the phpmyadmin section. Regarding the database name you can see it at the Settings.php file.
