An explanatory note to the user's account.

I would like the user's account to have an explanatory note.
I log into the user profile, there is a "Note" button somewhere, I go there, write some note here, click "Save".
Then in the future, I will log into the user's account and see if I have made any notes.

I don't understand what you're suggesting. Can you take a screenshot?

Create a custom profile field, Admin -> Configuration -> Features and Options -> Profile Fields.
Create new, the defaults should basically be already mostly suitable - just fill in the missing parts, select location and visibility and you are done.

Another approach: I'd probably just issue a 0% warning & leave a comment.  You can have a history of notes using this method.

5% warnings are similar & stand out on the profile, so it's easier to see there are notes for that user.
