What does the blue color mean ?

When I check out to see if any new Mods are available, the first 3 or 4 mods are blue ??  What is this telling me ?

They are the "featured" mods, so mods given some extra visibility by the team - I don't think this feature is used very often though.

For themes usually to showcase nice themes that aren't too popular.
For mods likely essential functionality, but rotation doesn't happen as often. In here I personally exclude portal MODs since there are a few, I don't want to make it seem like a 'recommendation'.
