I want to replace the 'user actions' button with the 'new topic' button

On mobile, when the responsive CSS kicks in, instead of displaying four buttons at the top of the board (new topic, new poll.. etc.), it hides them all and places them inside the 'user actions' button. This confuses many users, especially in my language, and I can't find a better word for it either.

I just want to simplify it by replacing the 'user actions' button with the 'new topic' button.

How can I do this?
