how do I enable registration for users?

I believe it should be enabled by default, but in registration settings, "Method of registration employed for new members" allows you to disable/enable registrations.

well, mail registration is enabled there, but still there is no access to registration on the forum

no... I mean what is the URL to your site.

if you have default theme and no mods, then there is absolutely no reason why registration would not be showing up if you have configured it to be on.

The error says "Sorry, registration is currently disabled." - So what exactly have you selected as the method of registration for new members?

Admin -> Members -> Registration -> Settings

Check "Method of registration employed for new members".
If it seems OK - You can try changing it, saving, and then changing it again to see if it helps.

Also, make sure if you have checked the options below to require registration agreement and privacy policy,
that you have also actually provided the agreement and policy - you can't require what you don't have.
