Adding Java links

In creating an IRC channel for my site, I have been racking my braing to try and figure out how to add a permanent link to the main index.template.

First I want to add a link but am unsure of how to do it......second, I want the link to be a popup where the result is a set window frame without the top menu bar and buttons, etc.

I had this guy here at work try and help me with the php, but what he tried didn't work.

Help? Appreciated!!
