I am the admin to the board, but when I try to add a board, I get this:

Forbidden
You don't have permission to access /forum/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

what do I have to do to correct this?

did what it said to do, I checked it out got this error:
Warning: phpinfo() has been disabled for security reasons in /home/jaysarah/public_html/phpinfo.php on line 1

Forum is set to 755

It's most likely due to mod_security - see Having problems with mod_security?. However, if your host has phpinfo disable then chances are they might not let you do that.
