disicion making problem, news, or not to news?

well hello to the 3th topic of my amazing journey trough smf filesystem and database,

i'm now at a point where another big desision needs to be taken, here is the conflict:

as i'm now close to finnish my news section i'm working on the admin part,
it would be nice to have this intergrated into to admin cp as well,
witch brings up the question:

Alter or add,
i can alter the "Edit Forum News", but then offcoure i would loos that function, witch offcource brings up the neccesary code cleaning in files, that add's to the risk of breaking my board,

i can also add a block into the admin panel called "News Controls",
but how would i make it all that safe, so everything else isnt comprimised?
how would i handle the premissions?
this is not a php question cause i can write the add/update/delete and design the db structure, but what info is needed to inside the db for the premmissions?

also: does the admin cp exists in 1 page onley? (sources/admin.php?)(to check if i havent missed anyting?)

any input of this would be great, since its not really your problem, but i would like to think what the experts think of this?
