Forum library for important topics

How about a library page, edited by the admin or whoever (by permission maybe). The library page would be a list of the forum's most important topics.

A library page could include topics such as board rules, special announcements, links, downloads, and other unique topics etc... basically a [one stop one shot] collection of topics that's easy for the visitors to navigate. If they we're new to the forum you could say something like, "Head over to the board library for a helpful list of forum resources to help you get started." This would make navigating the forum's most notable features much easier for members. Just an idea...

This is inside of a topic, but the requested feature would rather be it's own custom action.
