Is any mod, that admins can "close" the forum and ONLY some groups with some permissions can access forum? to mantain the forum, or do anything that users can't see/access?

My ideia is to show some message that tell's user that the forum is temporary closed...., or some message posted by the admin.

Why don't you just put the forum in maintenance mode?
Admin > Server Settings.

NP.  If you are going to edit the message and adding anything with a ' in it like they're you must escape the ' with \ like this \' they\'re.  Get me?
