Package Manager improvment!

Package Manager is relaying to change permissions on files using FTP.
FTP is big security hole and should not be used on any server. SCP is better.

If user don't want to give access to your FTP program, or it doesn't have FTP server installed (like me)
You could output files that needs to be chmod-ed! Some mods don't have instructions and are impossible to install.
