Board Permissions: allow attachments on just one board

SMF Version: SMF 1.0.7

The features page says that attachments can be "Allowed on a per member group or board basis.", but I can't figure out how to allow attachments in one board only.  I found the place to allow attachments in general ( Edit Features and Options ), which I assume is "global" but is there any way to turn that on in the local permissions for a board?  Or do I have set it on globally then deny it locally for all the boards that I don't want to allow it?  (which I tried already as a test and it didn't seem to work?)

I'm very confused, and appreciate any clues you can provide.

what you can do, is disallow it globally, then make the board you want to allow attachments have local permissions. In the local permissions you can allow attachments
