on fresh install, allows me to set time offset of "1", but not ".33", or "0.3".

Open ModSettings.php and look for this:
'time_offset',
and remove it.

Then look for this:
'cal_captioncolor',

and add this after it:
'time_offset',

See if that fixes it for you.

No it isn't fixed in the CVS... this was a temp fix I cooked up on the spot, the value you put in is a float... but it parsed it as an int... and my fix parses it as a string. :-\

! Help defaulting was not working properly in some cases.
! Time offset should be floating point in Features and Options.
