When try opening files, I get 403

Curious.  I think I just saw a mod developer badge at the coding section...  May be you can do a hard refresh and try again to be sure it's not temporary?

All badges have been displaying fine for me, both today and yesterday

Okay, found it out;

I don`t have access to manager on 216.67.249.136, but on www.simplemachinesforum.net
But (the big but): There I only have access to badge_manager...

When shall these permission-problems stop?
All was ok when the badges was here on sm.org,

But now I can`t see Language-badge...
