Customize polls options

Hi to all,
I'm looking about a solution for having a customize polls function :
All members can only post new polls and only that.
And then all others members can poll and post comments about this poll.
I would like also pre-type the polls 's choices, like (Good, Middle, bad, ...)

I have some idea for removing the new_topic function in the template, but I don't found that.
But about pre-type the the choices, i don't have idea.

If somebody get ideas, i shoube my guess on my web site  ;-)
