Need help to force new members read forum rules before they can post

The search on this forum is down at the moment, so sorry if this was asked before, I couldnt find it...

Can somone please help me modify SMF v1.0.7 so it would force new members read forum rules and/or FAQ before they be able to post? Forum rules is a topic on the forum and FAQ is a whole section ("board")
