[split] Modify post reply window

I would like to add something similar but on the post reply window next to the smilies instead. Can someone help with the code and where to place it please.

Yes I did [Unknown] infact I tried for a couple of hours without any success and spent an equal amount of time reading through the forum before posting here.

Apologies for not explaining more correctly. It is the the button and it's application I am more interested in as opposed to the chat ( wouldn't seem much point if you about to reply in a post ).

I thought of using it as a popup window or similar that I could use as a place to put some hints, help advice on posting etc for newbies that continually ask the basics on how the function buttons work.

I didn't think it a strange request when I posted here earlier and certainly wasn't looking to stress anybody out for the sake of it.
