Install and configure before DNS change

SMF Version: SMF 1.0.5
I'm in the process of moving a friend's business site to a new host and redesigning it.  I want to all SMF as one of the features on the new site.  Until I get the new site fully designed, the old site will stay up, which means I can't get to the new site using the true domain name..  I installed SMF via Fantastico to the new host.  To get to the site, I go to servername.hostname.com/~accountname.  I've got SMF installed in a forum directory, so the url is servername.hostname.com/~accountname/forum.  When I do that, the layout is all messed up.  I'm guessing it's because the installation is looking for things via the true domain name.  I edited the settings.php file to show the correct temporary URL, but it still doesn't work.  Is there something else I should be editing?
