error upgrading from 1.0.6 to 1.0.7

While running the upgrade patch package from 1.0.6 to 1.0.7 everything shows up as a success in the test page to make sure the package works. When i try to upgrade i get this error:

An Error Has Occurred!
2: copy(/home/hazelwoo/public_html/homework_help/Sources/QueryString.php~): failed to open stream: Permission denied
File: /home/hazelwoo/public_html/homework_help/Sources/Subs-Package.php
Line: 1307 

Do i need to go into the cPanel and change the permission of files, and if so, change what file to what permission?

Heys I don't know so much about SMF but I'll try to help.
Have you chmoded your files and folders correctly? I mean, are they writable?
You can always upgrade manually by FTPing the files to your server and then running upgrade.php
