Only I can see banners

I can see my banner ads when I login under my administrator account. But when I log in with my regular member account, I can't see the ads. Other members say they can't either.

Is there a setting I'm not.....setting?

Did you manually add the banner code to your index.template.php or are you using some kind of mod?
