Ok, I found that one user missing - it was missing aro_id in jos_core_acl_groups_aro_map table.
...and maybe, after all, I found the problem: maybe it's the same problem like in the topic you linked above. Why? When I installed Joomla I had a phpBB forum and decided to go on SMF. I tried to convert users, topics, forums... with converter, but nothing happened... I deleted forum, smf_ tables from DB, installed forum once again and decided to register again all old users - I started from the begining...
Now, I can find those (old) users from phpBB forum inside jos_core_acl_aro table (edited)...
I don't understand that...

Could this perhaps be a duplicate real name?  The Joomla ACL is designed around the users' real names, even though the Joomla registration allows multiple users to have the same real name.

I don't think so... His user name and real name is same and unique...
