Important Thread on Board Index?

I tried using search first, however. I do not think I am using a good query statement, because I can not get the results I desire.

What I am trying to find out is if there is a known way to allow 'Important Topics' to be shown on the board index? Not really all announcements but just topics that are desinated more important than regular announcements?

If there is a mod then that is great, but I looked there and didnt see anything that might be able to do this...unless I overlooked it. Or, if you know how to do this and can instruct me on how to code it would be great as well.
