Need Coding Help

Hello, everyone.
I have a Display.template.php file that I'm trying to change a bit, but I cannot successfully do it without getting a parse error. Have a look at http://www.gamerunlimited.com/smf/index.php?topic=1399.msg21873#new -- Currently it's under construction, but look at my vB style posts... See the part that says

Well after that it has 4 formatting buttons, quote, modify, delete, split and a quick-moderate checkbox. Obviously you won't be able to see some of those. Anyway, I'd like to move the buttons from there to RIGHT above where the post starts aligned to the right. I cannot seem to get this done without getting a single-quote related ( ' ) parse error. Please try to help me out, and repost the file when you're done. Below is the actual file, and a poorly-done image of how I'd sort of like it to be.

Great! I was able to get someone to do what I asked for, view it at http://www.gamerunlimited.com/smf/index.php?topic=2278.0

However, I still need someone to help me out because I would like cell padding on the top and bottom of the avatar, and I can't figure that out either.

It needs space above and below the avatar/userinfo part. Right now it's squished against the top and bottom of the table.
