Is there already a mod for a quick post type feature? I've seen it on other forums but haven't noticed it for SMF yet.

Thanks but how can I set this for all members?

I went into Admin > Configuration > Themes and Layout > Modify Themes

Nothing shows up once I do that though.

Admin >> Configuration >> Themes and Layout >> Reset Options >> Choose your Theme. >> Reset default (guest) options for this theme >> Use quick reply on topic display: show, on by default
