Joomla SMF wrapper is jumpy

My forum jumps all over with the menu items. Should I remove the top header and the time?

Everytime you click on a menu you have to scroll down again to see where you're at..

It's jumpy

How do you disable the top portion, including the time? I already removed all the padding
