file permission help

I download all the files, and stick them onto my hosting no problem. I get to the point where I need to perform the CHMOD action. I try using Internet Explorer (changing them to "777"), but apparently IE doesn't allow that. I try SmartFTP, and I receive a message "500 Site Command not recognized" or something like that. I've also tried CuteFTP, same problem. How come I can't change the files to writable (or whatever their supposed to be)? Any ideas? My previous forum crashed, and the sooner I get this up the better.

if you can't change your file and folder permissions,
you should be contacting your host to find out why.
