phpbb 2.0.21 to SMF 1.1 renders Chinese posts unreadable

SMF Version: SMF 1.1
All the Chinese characters in forum posts are messed up, not even changing the encoding correct it.

Did you try converting the tables to UTF-8?  Admin > Forum Maintenance.

Ok do this.  Do a fresh install of SMF and install it with UTF-8 support.  Try to convert afterwards.
