Is there any way to enable quick reply by default?

I mean, new member will be able to use quick reply (that box in the bottom) without having to turn it on first.

Admin -> Themes and Layout -> Reset Options

To enable it for all current members, click on "Reset all member's current options for this theme", select "Change" next to "Use quick reply on topic display as" and set it to "Show, on by default".

To enable it for all new members (ie anyone who joins in the future), click on "Reset the default (guest) options for this theme" and set "Use quick reply on topic display as" to "Show, on by default"

Make sure you click "Save" in each case so that the changes get saved.
