Quick Reply Box Enable as Default?

how can I

1. Make the reply box enabled as default?
2. Reset all members option to enable the quick reply box

Admin --> Themes and Layout --> Reset Options

for every theme that you use

Reset default (guest) options for this theme
Reset all members' current options for this theme

then check what you want
