In recent versions of phpMyAdmin, the "Run SQL query (file)" section is under the Import tab. Select your database on the left side of the screen, if it's not already selected, and then click on the Import tab.

Click on the picture to see it in full size:

Select your .sql, .sql.gz or .sql.zip dump file and then click the Go button at the end of the screen.

Notes:
1) The maximum file size allowed depends on your account/server configuration. It is the maximum size for the uncompressed (.sql) file, even if you have compressed it to .sql.gz or .sql.zip.

2) If some posts on your forum have international, non-English characters (à, ß, é, Ш etc.) or other special characters, and they don't show correctly in your forum after the import, try selecting another character set -- the most common ones are latin1 and utf8.
