bbc, html or even php in the topic subject?

I'm here with another question which is as followed:

Is it possible to include the usage of bbc ( html or php would be neat too, but bbc more easy ) into the topic subject for some specific membergroups?

Like, you could post something as this :

<img Chinese flag>Welcome our new friend!<img Smiley>.

Problem with this is that the topic title is used as your page title, so while you may see an image, or bolded words on your forum, at the top of your browser window or tab title, you'd see this:

<img src="http://url.to.chinese/flag.jpg">Welcome our new friend!<img src="http://url.to.smi/ey.jpg">

Not very pleasant.
