database help please

I have problem "Got error 28 from table handler" and I look over the forum for help and I email my host they said I need to recreated a new database it will work but I don't know how to do it I go to phpmyadmin and check it  show up this error

UNIQUE and INDEX keys should not both be set for column `ID_TOPIC`
More than one INDEX key was created for column `ID_MEMBER`

The 28 error is caused by diskspace problems.  If your host has given you special instructions to fix it, follow them.

Ignore the things phpMyAdmin is reporting.
