How to make a Board Private?

I run uncwforums.com [nofollow] and am trying to set up the classifieds section to be a subscription only section. I've got that working. What I need to do is for everyone who doesn't have a subscription to be able to access it and see the Board itself but only be able to see the a sticky topic that says "to access this board you have to....."

Right now, non-subscriptionists don't even know a classifieds section exists
