Reply field glitch? Jumps back to the top.

This may be isolated to just my site, but we have had the problem of the topic and/or reply box acting up when there are a lot of characters in the field.  Anytime there is a post that is larger than the text box size, the box always goes back to the top instead of scrolling along where the curser is.  This has been going on for a couple years now, just getting more and more annoying. 

Any suggestions on how to cure this?  I notice it does not do it on this site.

I have the member settings set to admin approval if anyone is trying to create an account.  PLMK, so I can approve.
