[Free] Block PM on the first day

Description

Currently spammers use PM facility to send their ad to members (sometimes even objectionable content). The only way available now is to block PM completely or allow it to only selected member using a group membership. Even setting a post limit won't work as it will give only additional work to mods as deleting extra spam posts. A mod which can block PMs for the first day only will make sure that no matter how many posts he make, there is no way that he could spam through PM.

I think it should be accessible only to admin accounts.
