How to displaying the News and Newsletters at front page forum?
Admin only can do or moderator can also.

Yes, I agree. This is a ludicrous place for it to be. It SHOULD be in "News and newsletters". But, for reasons best known to others, you need to check "Show news fader on board index:", by going to Admin>Current theme.

You'll need to set that for each of your themes, I'm afraid.

It's a theme setting because not all themes support it.

This is true, of course. But, if the setting was global, the theme's that don't use it won't care, would they?
