Looking For Some Suggestions

First im probably not posting in the right forum, But im having a issue with new members signing up, Just to post there website and back links to other websites. Well i tried to use the mod " No Follow ". But it dosnt work for me. So i need some suggestions. And i was wondering why isn't it all ready coded in the forum in the first place. Seems to me this is a big issue . I think it should  be in the core default. So please any help would be great
