mods installtion and copy or vice versa?

I want to duplicate Curve as 'theme1' and change the look and use it for 3 forums.

My question: (it is a new forum installation)

Install mods and copy Curve as theme1
OR
Copy as theme1 and install mods?

Because PrettyURLs and some other mods are not for other themes other than Curve.

prettyurls is a waste of effort anyway...

but, anyway, always install themes first and mods second

actually it would depend on how much you will modify the theme for each forum, if its jut css then doesnt matter much but if you will eb changing alot do themes first as kindred suggests
