where to post for help on modifications?

hey there
im confused as to where i should be posting to ask for help..
i have an smf forums site and i want to edit my column widths/layout
i forget where this is to be done.. is this part of the visualization/theme?
or would i have to edit php files?

basically i dont like the way that it uses the space
i want to be able to see more of the "last post" in a section from the main board
it seems to concatenate the title to 26 characters or so.. si there anyway for me to be able to bump that up a bit to say 40-50 characters??
