Where is the value for $scripturl set?

When we designed our site, all our coding link references were hard-coded.  I'm trying to understand how relative links are to be used.

In public_html/Settings.php, I see a $boardurl definition, but no reference to $scripturl.

Hopefully this question makes sense...
