Do I need to sign up with a host for my forum to function?  If so, who do you recommend?

You must have a web server, with php and MySQL.

You can run a local copy, using wamp, but that will be local only. If you want people to be able to access your forum, you will need a web host and a domain.

Thre is a hosts and hosting board down the board list that has a list of hosts who we approve of
