That sites uses a very customized SMF default theme, so most likely you won't find it available anywhere.

To install a theme:

Although I'm not sure if createaforum allows you to upload new themes... I'm under the impression that these "self-hosted" SMF foruns don't allow you to upload themes and MODs (but I might be wrong...)
