The table 'smf_members' is full

Getting the error when trying to access my forum.
Is this an SMF issue or a database issue?
Any help on how to resolve would be appreciated. Thanks.

I have more information. It now says that the database is at 2.07 and the forum is at 2.09
I know these are both out of date. I have not been able to update because of errors.
Can I start over with the latest version and just connect it to the current database?
